Maritime Mutual, operated by British national Paul Rankin and his family, has insured numerous vessels that are part of the so-called "shadow fleet." These ships employ tactics such as falsifying tracking data and documents to evade international sanctions. Reports indicate that since 2018, the company has insured tankers responsible for moving at least $34.9 billion worth of sanctioned oil.

The company's operations have involved collaboration with major global reinsurers, including members of Lloyd's of London, Munich Re, and Hannover Re. Despite claims of rigorous compliance practices, Maritime Mutual is now under investigation by New Zealand authorities for potential breaches of sanctions, money laundering, and misrepresentation.

In response to the mounting pressure, Maritime Mutual has announced it will cease insuring shadow fleet or Russian oil tankers. However, this situation underscores the challenges in enforcing international sanctions and the critical role of insurers in maintaining compliance within global trade.
